Both DARPA and the CIA have used tax dollars and Congressional approved illegal research programs that implement these sadistic theories in real life. They were used on children, teens, and adults of every race, ethnic background, socio-economic status, and religion. They even went so far as to use populations, often but not always marginalized, in other nations either with or without the consent of their own government. I survived one of these programs.
